scale in accordance with Colonial

Regulation 44 receiving the residential

allowance of £150. The effect, of course,

of such an arrangement would be that

existing officers serving in the lower

grade would not on promotion to the higher

grade obtain any improvement in the

pensionable emoluments which they will

now reach in the ordinary course of

events without promotion, and I should be

prepared in the circumstances to consider

granting special treatment to any officer

who at the time the new scale is introduced

is already at or near the maximum of the

existing scale applicable to the lower

grade. For this purpose I would propose

for your consideration that any officers

serving on the lower grade who at the

time the new scales are introduced are

in receipt of £1000 or more should be

allowed subject in each case to your

recommendation to retain the old scale

on promotion to the grade of Executive

ngineer.
